In order to start out on the right foot, we highly recommend having a business plan before starting your approval process. It will help you to:

- manage the potential risks
- gain control over your processes
- help organise your finances
In this section, we will provide you advice on how to build your business plan and ensure you are prepared to embark on your new business adventure.
Have a clear business idea
Before to start any paperwork, take a moment and ask yourself the right questions about your business:
- What services will you be providing?
- Who will benefit from your services?
- Where (geographically) would your business thrive?
- Are there similar businesses operating in same area?
- What would my operating hours be?
- What type of space would your business require?
- Will your business generate any nuisance (sound, pollution, light etc.) that would affect surrounding businesses/properties?
- Etc.

Application Plan
Now that you have a clear Business Plan, the City will help you build your Application Plan to ensure you have applied for the right approvals to operate your business.
Finding out which approvals you will need to apply for can be tricky but we’re here to guide you in the right direction.
Understand the different types of approvals
There are three types of approvals you might need to run your business.
Planning approvals
A planning approval, also known as a development approval, is a legal document that gives permission for development to occur on a particular piece of land.
Development includes the use of a premises to operate a business, completing internal and external works such as fit outs, and adding or changing signage.
Building Permits
A building permit is a legal approval from the City of Vincent to carry out building work including internal fit-outs, and additions and alterations to the building. The building permit ensures that the building work complies with current building standards so that the building is safe and fit for use.
When there is a change of use, for e.g. office to small bar, an occupancy permit is required from the City of Vincent before occupying and using the building.
Health approvals
A health approval may be required for matters such as food and liquor premises, beauty therapy as well as noise generating premises such as gyms.
Local governments are responsible for administering appropriate planning controls for development; and making sure businesses and residents comply with the Public Health Act 2016, and Building Act 2011 and Building Code of Australia. Being unware of local government application and approval requirements can be a costly mistake as it could lead to delays in opening your business.
Applying for development approval, building permit, occupancy permit and health approval are separate processes, controlled under different legislation.

Once you have your application plan, you can start applying for the planning approval(s) - or development approval - required for your business to run.

Applications for planning approval can be submitted and tracked through our Online Portal.
Applications for a Section 40 Certificate can be submitted by sending them to mail@vincent.wa.gov.au.

Works Application (e.g. to add signage, extend a building or upgrade the facade) - $147 for works with an estimated cost of $50,000 or less. For works with a higher estimated cost, the application fee is a percentage of the estimated cost of works.

Initial Check
Before we accept your application for assessment, our team will review it to make sure you have submitted all the information we need.
If we need anything else, we will be in touch with you via phone or email to let you know what we need.
Once we have all necessary information, we will send you an email to confirm that your application has been accepted for assessment.
Initial Assessment
Once your application is accepted, our team will complete an initial assessment of it against the relevant policies and requirements.
We will also send your application to other teams for advice, and we will confirm if it needs public consultation.
The full application process can take up to 90 days, and we look to prioritise and process small business application as soon as possible.
You will be provided with the contact details of the team member assessing your application. During this time you can contact them if you would like an update on your application or need any assistance.
Public Consultation (if needed)
Once we complete the initial assessment, we'll prepare your application for public consultation if this is needed.
The consultation period is generally 14 days. It can be up to 28 days depending on the type of application.
Public consultation involves letters being sent to surrounding properties to provide them with the details of your application and the opportunity to provide comments. The application details will also be put up on our website.
We may also need you to organise for a sign to be placed on site and for a newspaper advertisement. If this is needed we will let you know and assist you with this.
Request Additional Information (if needed)
Once we complete the initial assessment, and after public consultation has been completed (if needed), we may need more information from you.
This may include updated plans, updated business details or some written justification. This may be needed in response to our assessment of your application against the relevant policies and requirements, or in response to any comments received during consultation.
We will be in touch with you via phone or email to let you know what we need, and we can also set up a meeting to talk through you through this.
The timeframe to provide any information requested is generally 21 days.
Decision
You will be notified by email of the City's decision on your application.
If approved, please check your conditions of approval as there may be additional steps you need to complete to satisfy these conditions before you start operating your business or start any works.
What if my application is not approved?
If your application is not approved, you may submit a new application after you have made the necessary changes or updates.
Alternatively, you may appeal to the State Administrative Tribunal for a review of the City's decision on your application.

Building
In this section, you can access all our building permits forms.
Once you have your application plan and your planning approval(s) has been granted (if relevant), you can start applying for the building permits.

Once your application form is filled out, you can submit and pay for your application.

Before we lodge your application, our Business Support Team will review your application and make sure your application form has been filled in correctly and all relevant documents have been provided.
If there are missing documents or the application form is incorrect, we will contact you via phone or email to request more information.
Assessment & site inspection (if applicable)
Our Building Services Team will assess your application and make a decision on your application within 10 business days.
If additional information is required, the City will request that in writing. The information must be provided to the City within 21 calendar days.
For Occupancy Permit applications, we will contact you to organise a site inspection as part of the assessment process.

Decision
You will be notified in writing the City's decision on your application.
What if my application is not granted?
If your application is not approved after assessment, you may submit a new application after you have made the necessary changes / updates. Alternatively, you may appeal to the State Administrative Tribunal for a review of the City's decision on your application.

Health
In this section, you can access all our health approvals.

Food business
Most food businesses are required to be registered under the Food Act 2008. A business must not operate without registration.

Public building
Public buildings are any buildings or spaces, where people may assemble in a particular place at a particular time for a particular purpose.
Typical examples of public buildings are pubs, nightclubs, small bars, theatres and cinemas, training centres, halls / function rooms, churches, sporting stadiums.

A lodging house is any premises where more than six (6) persons (other than direct family members) reside, for hire or reward.

Mobile Food Vendors
Mobile and temporary food vendors are welcome to trade at events at the City of Vincent.
Food vendors can apply for either a one-off event specific permit, or an annual permit that allows you to trade at two or more occasions at any approved event in the City per financial year!

Skin penetration / Hairdresser / Beauty Premises
'Skin penetration procedure' includes many beauty therapy treatments (such as waxing), tattoos (including cosmetic tattoos), piercings and acupuncture. Skin penetration premises operators are required to notify the City and submit an application form.

On-site inspection (part of the assessment)
The Environmental Health Officer assigned to your application will need to undertake an inspection of the premises before you open.
This will be to check if is compliant with the relevant food safety, public health, public safety and access requirements.
The on-site inspection can take up to two hours.
DO NOT leave your inspection to the last minute. It is recommended you book your inspection at least 2 weeks before you plan to open your business. This is because if anything is picked up at the inspection, it can be rectified, and is less likely to delay your opening.
Decision
You will be notified in writing the City's decision on your application.

PUBLIC SPACE ACTIVATION
In this section, we'll help you to activate the public space around your business.
Public space activation is the perfect way to grow your business.
The City of Vincent supports businesses to utilise public spaces to create vibrant places. We encourage businesses to think outside the box to utilise our streets, town centre parks, and civic squares to engage customers and enhance the streetscape.
Public Space Activation types
The City of Vincent offers up to 11 types of Public Space Activation.
Alfresco dining is a dining area located on public space for your customers to enjoy during business operating hours.
You can conduct alfresco dining on the footpath area in front of your businesses providing it is operated in conjunction with an approved food business (such as a café or restaurant).
You may extend this outdoor eating area in front of the adjacent tenanted business, if you have obtained permission from the owner of the business.
You may also extend the outdoor eating area in front of an adjacent vacant business, if you have obtained permission from the owner of the tenancy.
Alfresco dining is governed by the City’s Trading in Public Places Local Law 2008.

You may extend this goods display in front of the adjacent tenanted business, if you have obtained permission from the owner of the business.
You may also extend the goods display in front of an adjacent vacant business, if you have obtained permission from the owner of the tenancy.

- Be located adjacent to the building to which the sign relates;
- Be displayed only during the normal business hours of the business to which the sign relates;
- Have no moving parts once the sign is in place;
- A maximum dimension of 1.2 square metres; and
- Portable signs located within thoroughfares shall meet the requirement of the City’s Local Government Property Local Law.

Street Furniture Application
An affixed eating area furniture is any affixed or significantly weighted bench, seat, table, planter box, umbrella, light or other item that may be reasonably characterised as eating area furniture.
It can be associated with an existing approved outdoor eating area for the use, benefit and enjoyment of business patrons, during business operating hours, and the public, out of business operating hours, on City owned and managed land.

Graffiti Removal
Fast removal of graffiti can be an effective deterrent for further graffiti, vandalism and crime. The City operates its own Graffiti Removal Service which will remove graffiti from residential and commercial properties that is adjoining the City's infrastructure and accessible from public property, as well as from the City's property.
If you notice any graffiti tags in Vincent, you are encouraged to report the details as soon as possible to either Engineering on 9273 6000 during office hours or 6324 0329 after hours and on weekends and public holidays. Alternatively, you can use our Report It form to report graffiti at any time.
The Vincent Graffiti Safewipe Citizens’ Pack is a community initiative of the City and the Safer Vincent Crime Prevention Partnership to assist residents and businesses with the removal of graffiti outside their properties. Read the guidelines and apply for a free pack here.
Ranger services
The City's Ranger Services team are on duty seven days a week and provide assistance with relevant legislation and local law matters including:
- Parking
Enforcing parking local laws and administering parking permits to ensure equity, safety, convenience and accessibility to all members of our community
- Animal control
Ensuring the registration and control of dogs and cats, including assistance with dog attacks and nuisance barking
- Litter and illegal dumping
Ensuring a clean and safe community through education and enforcement
- Trading in public places
Regulation, control and management of activities and facilities on the City's property, thoroughfares and public places, including administration of permits for filming, fundraising, outdoor eating areas, goods display, portable signage and street entertainment (permit application)
- Fire hazards
Ensuring compliance with the provisions of the City's annual Bushfire Notice (bushfire and fire hazard management)
- Eyes on the street
Patrolling our public spaces and places, assisting in the management of events and reporting anti-social, criminal and suspicious activity to WA Police and other agencies as required.
For Ranger Services during office hours, contact the Customer Service Centre on 9273 6000 between 8.30am and 5pm.
Ranger Services can be contacted on 6324 0329 outside of business hours to assist with emergency situations such as major damage to public property that poses a risk to members of the public, issues with accessing City facilities and reserves, dog attacks and vehicles obstructing access to properties. Non-urgent matters will be attended to during business hours.
To report information about criminal activity or suspicious behaviour that does not require police assistance call Crime Stoppers WA on 1800 333 000. To report incidents of criminal or anti-social behaviour that require police assistance please call 131 444. To report incidents where life or property is threatened or in danger, please call 000.
Foodsafe Training for Handlers
The City in conjunction with Environmental Health Australia provides a FoodSafe Training Course that is cheap, flexible and covers all aspects of food safety relevant to the hospitality and food service industry.

Business.gov.au is an online Australian Government resource which provides a wide range of business information and assistance with regard to starting a business, running a business or exiting a business. This site also offers grants and assistance for business owners at all stages of their business timeline.
Chamber of Commerce and Industry of WA
The Chamber of Commerce and Industry of WA is a member driven organisation providing quality information, professional services and support for businesses. Its mission is to make it easier to do business in the state and ensure that WA is a place where businesses of all shapes and sizes can succeed.
Australian Business License and Information Service
The Australian Business License and Information Service helps business operators and people considering starting a business to identify the types of licenses, permits, approvals, regulations and codes of practice required or in place for the relevant state, territory, local and Australian government.
