Active Transport Schools Grants
Active Transport Schools Grants provide financial assistance for schools located within the City of Vincent towards active transport events, bike education and as an additional source of funding for schools participating in the Department of Transport’s Your Move Connecting Schools program. The grants aim to encourage, support and celebrate children, parents and staff in the City to choose active transport options to get to and from school.
Active Transport Community Initiatives Grants
Active Transport Community Initiatives Grants provide financial assistance to eligible community groups and not-for-profit organisations to help fund community programs that promote or assist the community to engage in active transport. The grant can be applied to the presentation of a one-off event or the development of a program which encourages, supports or celebrates initiatives that promote Vincent residents choosing active transport options.

Business Enhancement Grants
Small business owners looking for funding support can now apply for the City of Vincent’s Business Enhancement Grants program.
The City of Vincent has developed the Business Enhancement Grant to support business and property owners to make small-scale improvements that enhance the street appeal and functionality of our neighbourhoods and town centres and create better experiences for our residents.
Some examples of enhancements include facade upgrades such as painting and structural repair, landscaping, alfresco dining, public art, branding and window improvements.
Interested applicants will need to organise a chat with a City of Vincent Place Planner, who is responsible for activating town centres through urban design and placemaking, before applying.
This is a matched grant with applicants able to apply for up to 50 per cent of their eligible total project cost to a maximum grant application of $5000 excluding GST.
Applications for the 2024-25 grant are now closed.
- Small businesses with one to 19 full-time employees and an ABN; or not-for-profit organisations or charities that lease a commercial shopfront.
- Strata bodies and property owners that lease a commercial shopfront to the aforementioned applicants.

- Facade enhancements including cleaning and painting, structural repair, tiling, external architectural and/or artistic façade features.

- Alfresco dining as per the Outdoor Eating Area Permit.
- Displaying goods in a window display or on the footpath.
- Upgrading entrances for universal access.
- Public art including murals, sculptures, installations and bespoke street furniture.
- Window dressing and front window displays including vacant shopfront windows.
- Enhancement or activation of underused space and/or adaptive re-use of a space.
- Opening up a tenancy for servery windows.
- Improvements to frontages to interact with the street, such as bi-fold windows or doors.
- Installing or upgrading awnings/canopies.
- Removal of redundant signage, air conditioning units and hoardings.
- Removal of window coverings, roller shutters and screening.
- Creative place branding signage including creative lighting or projections on facades, awnings and footpaths.
- Landscaping including planter boxes or vertical gardens on public and private property.
- Enhancements cannot predominantly involve business signage including business name or logo and/or specific product advertising.
- Projects that are already funded or supported by the City of Vincent.
- Enhancements that have already commenced or been installed.
Connected & Healthy Community Support Grants
Connected & Healthy Community Support Grants aim to support Vincent based groups and organisations to deliver programs and services that address key social issues impacting the local community. Grants are available for programs and services that demonstrate outcomes that will build a strong and resilient community as well as initiatives that ensure the ongoing sustainability of community organisations.
Grant applications are assessed based upon funding category guidelines and criteria.
Funding amounts of between $1,000 up to $10,000 may be available depending on the individual project through this funding category.
Guidelines
The following will be considered for funding:
Applications that:
-
- involve a collective of organisations working in partnership to address the key outcomes
- demonstrate strong elements of collaboration (e.g. partnering with a least one other organisation to create an outcome that neither organisation could achieve on its own)
- provide a service or program that is offered free of charge
- have a direct and immediate benefit to Vincent residents
- have demonstrated a coordinated approach to delivering human services within the Vincent
- contain engagement with diverse groups, including Aboriginal and Torres Strait Islander peoples, culturally and linguistically diverse individuals, youth, seniors, people with disabilities, and sexually and gender-diverse people
- demonstrate potential for self-sustainability or help reduce reliance on further grant funding
- provide the provision for education, capacity-building, community connection, outreach, support services, or opportunities for individual empowerment.
The following will not be considered for funding:

- programs which replicate services already available within Vincent
- programs or projects which are conducted outside Vincent’s boundaries
- capital item purchases above $1000, except at the City's sole discretion
- debt reduction or operational deficits
- operational salaries
- fundraising activities or events
- religious organisations where the grant is intended for the principal benefit of the organisation’s own members, or where the grant is intended for inherently religious activities
- legal expenses
- general construction, capital campaign or renovation unrelated to a specific proposed project or program
- travel
- retrospective funding
Criteria
The following applies to all applications:

- previous grants awarded by the City of Vincent must have been acquitted
- significant funding or in kind donation must not have been received by the City in the same financial year
- need to demonstrate strong elements of collaboration (e.g. partnering with at least one other organisation to create an outcome that neither organisation could achieve on its own)
- need to address a demonstrated need within the community with objectives of improving the Vincent experience
- need to demonstrate how the initiative can become self-sustaining and/or help the organisation reduce reliance on further grant funding will be highly regarded
- need to show that the organisers have the capacity to deliver the event or program
- need to demonstrated measurable outcomes and evaluation strategies
Are you eligible?
In order to be eligible, you must
- provide a service or program that is aligned with the outcomes of the City of Vincent’s Strategic Community Plan
- be a registered not-for-profit organisation, community group, or service provider
- operate within the City of Vincent or demonstrate a direct benefit to the local community
- propose a project that aligns with the current community focus area
- have appropriate governance structures and financial accountability
- hold current public liability insurance
Timeframe
Applications must be received 12 weeks prior to your activity, event, or program.
Acknowledgement
Successful applicants for City of Vincent funding are required to acknowledge the City's support as part of their funding conditions.
This acknowledgment is typically outlined in a formal Sponsorship Agreement, specifying how the City should be recognised in relation to the funded project or event.
Recipients must acknowledge the City of Vincent's support through:
- logo placement on promotional materials, event signage, and digital content

Collaborative Grants
Community Support Grants aim to support City of Vincent based groups and organisations to deliver programs and services that address key social issues impacting the local community. Grants are available for programs and services that demonstrate outcomes that will build a strong and resilient community as well as initiatives that ensure the ongoing sustainability of community organisations.
Grant applications are assessed based upon funding category guidelines and criteria.
An amount up to $85,000 may be available for each individual project through this funding category.
Funding through this stream is currently closed.
Key Focus Area
Projects seeking funding through Collaborative grants are encouraged to demonstrate a partnership approach to providing tools to empower individuals.
The current focus area is on Children & Young People.
Guidelines
The following will be considered for funding:
- A collective group of organisaitons working in partnership to address the key issues associated with homelessness in the City of Vincent. (Collaborative projects must have a lead agency) or a single organisation aiming to develop meaningful partnerships with other organisations and stakeholders within the City through the project.
- Operational salaries (salaries tied to a project will be considered, no more than 75 per cent of the funding may be allocated to salary expenses).
- Projects that can demonstrate how the organisation/s or project/s are able to become more sustainable and less reliant on government support to prosper will be favourably regarded.
The following will not be considered for funding:
- groups and organisations that operate with the aim of making a profit
- programs which replicate services already available within Vincent
- programs or projects which are conducted outside Vincent’s boundaries
- debt reduction or operational deficits
- fundraising activities or events
- religious organisations where the grant is intended for the principal benefit of the organisation’s own members, or where the grant is intended for inherently religious activities

- a not-for-profit community organisation
- a registered charity with the Australian Taxation Office
- a deductible gift recipient
- a social enterprise
- have the ability to demonstrate satisfactory risk management
- hold a Public Liability Insurance to the value of $10 million
- have the competency and capacity to implement, deliver and evaluate the project and demonstrate this to the City’s satisfaction
Timeframes
Applications must be received 12 weeks prior to the commencement of the project.

Community Funding Donations
The City of Vincent provides financial support through donations towards a wide range of initiatives that enhance community life. By supporting projects that promote inclusivity, cultural engagement, sustainability, and overall wellbeing, the City aims to fosters a vibrant and connected community where everyone has the opportunity to thrive.
An amount of up to a maximum of $500 is available.
Guidelines
Applications for donations are accepted all year round and are assessed and approved by Administration based on funding guidelines and criteria. Please note that funding is subject to budget availability.
The type of funding the City might support through these grants are:
- fundraisers for community organisations
- funds towards a community program or event
- costs associated with a neighbourhood street gathering
The following will not be considered for funding:
- Any profit making ventures for commercial entities.
- Any activity, event or program that contravenes Council’s existing policies.
- Any activity, event or program that take place outside of the City’s boundaries.
- The bond associated with the use of community facilities.
- Applications from groups that have already received similar funding from the City in the current financial year.
- Activities that are invitation-only and not open to the community.
- Retrospective applications, including refunds.
Criteria
The following applies to all applications:
- Must be a not-for-profit organisation, community group, or local business with a community focus.
- The project or initiative must directly benefit residents within the local government area.
- Individuals may only be eligible if they represent a team, club, or community effort.
- One donation per financial year.

Environmental Grants
Our environmental grants program assists and encourages schools and community groups to undertake environmental projects within Vincent – so go for it!
Environmental Grants – Schools
If your school is located within the City of Vincent, you can apply for an Environmental Grant to assist in developing and implementing projects or initiatives that raise awareness of environmental issues.
You may be eligible for grants up to $2000 for projects that target current environmental issues.
Environmental Grants - Community Groups
Are you part of a community group or not-for-profit organisation? Then you too can apply for an environmental grant to assist in developing and implementing projects or initiatives that involve the local community, to raise awareness of environmental matters.
The funding is an ideal way to help promote environmental issues and environmentally friendly practices, and also create environmental awareness. Also, grants of up to $2000 are available for projects that target current environmental issues and benefit the Vincent community.
Environmental Grants Assessment Criteria
If you want your school or organisation to be considered for a grant, your proposed project must have a demonstrated outcome for at least one of the objectives of the City’s Sustainable Environment Strategy 2019-2024, that is:
- Encourage, empower and support the City’s community to live in an environmentally sustainable manner, including but not limited to environmental education programs and youth-based environmental activities.
- Contribute to a cleaner local and regional air environment by using and promoting alternative modes of transport to car use.
- Reduce and offset the use of non-renewable energy, and promote the same to the community.
- Use and promote the use of renewable energy sources.
- Ensure effective and efficient management of water.
- Protect and promote the quality of surface and groundwater resources within the City.
- Re-establish, conserve and enhance floral and faunal biodiversity, native vegetation, green spaces and green linkages within the City.
- Reduce the use of resources and production of waste within the City, including through the re-use and recycling of materials.
- Reduce the use of toxic and hazardous materials within the City and facilitate the proper disposal of such materials.

Event Sponsorship
Events are an essential part of creating cultural opportunities that make Vincent a lively and connected place for people to enjoy. Events activate town centers and sustain artists and the creative economy.
Applications are encouraged for sponsorship funding for a variety of events including art events, family-friendly festivals, concerts, food markets and community cultural celebrations.
Grant applications are assessed based upon funding category guidelines and criteria.
Funding is available for up to $40,000.
Guidelines
Event Sponsorship Guidelines 2025-26
Please note that Event Sponsorship Guidelines may be adjusted for future programs.
Criteria
Events must follow the below criteria:
- Events that are free or low-cost. For an event to be considered low-cost the entrance fee or ticket price must be minimal
- Events that are within a public place within the City’s boundary
- Events held between 1 July 2025 and 30 June 2026
- Events that are smoke and vape free
- Events that are open to the general public
- Events that demonstrate alignment to all criteria within the guidelines
Are you eligible?
In order to apply the applicants must be:
- Established commercial businesses and incorporated community groups
- Applicants with appropriate insurances and licences (public liability, product liability, general property, and workers compensation)
Timeframes
Event Sponsorship Applications open once a year and run a financial year calendar.
Key Dates for 2025/26 applications are as follows:

Applications will close on Friday 21 March 2025 at 4pm
Successful applicants will be notified in May 2025

Heritage Assistance Fund
The Heritage Assistance Fund provides financial assistance to owners and leaseholders who wish to undertake conservation projects on their properties listed on the City of Vincent Municipal Heritage Inventory, included in a Heritage Area, or on the State Register of Heritage Places. These properties have cultural heritage significance recorded in the Heritage Councils inHerit website.
Examples of conservation works can include re-pointing, fencing repairs and re-roofing. You can also apply for funding for conservation documentation including Conservation Plans and Heritage Impact Statements.
Eligible projects are entitled to up to 50 per cent of the total cost of works, up to a maximum of $5000, subject to assessment and budget availability.
Applications for the Heritage Assistance Fund 2024/25 have now closed for this financial year.
Projects are required to be assessed and approved for funding prior to the commencement of the works. The works must be completed and a receipt provided to the City by no later than 30 May 2025.
Requirements for Funding
Guidelines for the next funding round will be available at the start of the 2025/26 financial year.

Applications for the 2024/25 funding round are to be made through SmartyGrants.
Your application will be assessed for eligibility, and conditions must be signed before you commence works.
Please note, that this is a competitive grant program.
Funding
Once construction is complete, applicants are required and acquittal including project details and evidence of grant expenditure. Grants will be paid out upon completion of work, receipt of an acquittal form to the acceptance of the City and also a site visit by City officers. Acquittal forms are to be provided by 30 May 2025.

Sport Participation Grants
To support City of Vincent based sport and recreation clubs and State Sporting Associations to establish activities, programs or projects that promote and encourage participation and opportunity with a
participant focus on females, juniors, diversity and inclusion in sport.
These grants of up to $2000 aim to assist clubs to establish activities, programs or projects that promote and encourage equal participation of women and girls in sports.
Guidelines
Activities, programs, projects and initiatives that will be considered eligible for grants will include (but not be limited to):
- Costs associated with the establishment of activities, programs, competitions or new teams aimed at increasing female participation in sport (come and try days, new female sporting competitions etc).
- Equipment required by female participants to take part in sport.
- Coaching accreditation.
- Umpire training.
- Costs associated with developing gender equity strategies, policies or codes of conduct.
Criteria
The following applies to all applications:
- The project or initiative must directly benefit residents within the local government area
- Individuals may only be eligible if they represent a team, club, or community effort
- One donation per financial year
Are you eligible?
In order to apply the applicant must:
- The club must be based in the City of Vincent
- Must be a not-for-profit sporting group with a community focus

Sports Sponsorship
Are you a young person with a sporting dream? You and your family may find it can be quite difficult to meet the ongoing and often hefty costs required to participate in sporting comps, especially if you’re from a regional area.
Thankfully, an Australian Government initiative called the Local Sporting Champions provides financial help to young people aged 12-18. The financial assistance goes towards the cost of travel, accommodation, uniforms or equipment when competing, coaching, or officiating at an official National Sporting Organisation (NSO)-endorsed state, national or international sporting championship, or a School Sport Australia state or national championship.
Whew, now that that’s out, how do you apply? Simple - head straight to the Local Sporting Champions Program - Individual Application.
Who’s eligible?
As a young person, to be eligible to apply for a Local Sporting Champions grant, you must:
- Be turning 12 to 18 years of age in the same calendar year as the nominated sporting championship.
- Be an Australian citizen or have been granted permanent resident status, residing in Australia.
- Be participating as an athlete, coach, umpire or referee in:
- an official state championships endorsed by the relevant Australian Sports Commission (ASC) recognised national sporting organisation (NSO), or
- an official state school sport championship endorsed by a School Sport Australia member body, or
- an official national championships endorsed by the relevant ASC recognised NSO, or
- a national school sport championships endorsed by School Sport Australia
- an international competition as a member of an official Australian team, endorsed by an ASC recognised NSO or School Sport Australia.
- Be living more than 125km from the championship venue, and travelling greater than 250km return to participate in the nominated championship.
- Complete and submit application to the ASC prior to the nominated championship commencing.
- Not have received a Local Sporting Champions grant for an application submitted in the same allocation year (1 March - 29 February).
- Not have received $500 or more in federal government funding for the nominated championship.
- Not be participating in a professional competition that involves prize money greater than $500.
It’s also handy to note that saved applications must be completed and submitted prior to the championship.

Transport Assistance
Eligible seniors and people with disability who have difficulty accessing transport to and from their medical appointments can get transport assistance from the City of Vincent through a prepaid taxi voucher.
Requests for assistance are assessed and approved by administration based on funding guidelines and criteria. An amount of up to $100 may be available to individuals and $150 to each couple per year.

You can submit your application for Transport Assistance all year round, or until the funding source is exhausted.

In order to be eligible for Transport Assistance, you must:
- be a resident of the City of Vincent
- be the holder of a pension concession card and a healthcare card
- not already accessing transport assistance via a state or federal government aged care package
- not already have state funded Taxi User’s Subsidy Scheme (TUSS)
- not be already have a Department of Veteran Affairs (DVA) Health Card
- not already have Commonwealth Home Support (CHSP) or Home and Community Care (HACC)
- not already have received the maximum amount of Transport Assistance from the City in the current financial year
- not already have attended your appointment, as Transport Assistance for past appointments will not be funded
The following will not be considered for funding:
- payment for taxis for general travel
- retrospective funding
Criteria

Town Team Grants
Town teams are what help make our city vibrant, exciting and unique, so it makes sense that we want to support that. We are offering Town Team Grants of up to $10,000 for town centre-related initiatives and/or initiatives, which improve the sustainability of the City’s six town teams.
These town teams can access grants:
- Beaufort Street Network
- Leederville Connect
- Mount Hawthorn Hub
- North Perth Local
- Northbridge Common
- The Pickle District
The Town Team Grants are split into two streams:
- Town Centre Initiative Grant - Initiatives that help improve the performance of the town centres
- Sustainable Town Team Grant - Initiatives that help the town teams become better organisations

Waiving of Fees
The waiving or reduction of fees - including in-kind donations - for community groups, organisations and individuals will be considered where such assistance supports the delivery of projects, programs, services or fundraising initiatives. The applicant must identify the specific community benefits associated with their activity and demonstrate their limited financial capacity to pay relevant fees.
This may include (but is not limited to):
- the hire of community facilities and town halls (bonds excluded)
- banner pole hire
- road closures/obstructions and special event parking
- the hire of parks, reserves and playing fields
- street entertainment and busking permits
- stall holder/trader permits (except food related stalls)

Waiver requests are assessed and approved by Administration. An amount up to $2000 may be available with any requests above this amount requiring decision making by Council.

Youth Development Grants
Youth Development Grants aim to support young people within the City of Vincent who are dedicated to addressing key social, economic and environmental issues within our local community.
Applications for Youth Development Grants are accepted all year round and are assessed and approved by Administration based on funding guidelines and criteria.
An amount of up to $1,000 is available. Please note that funding is subject to budget availability.
Guidelines
Youth Development Grants are available in four categories:
- community and social entrepreneurship (with a focus on initiatives that connect and build communities)
- environment and sustainability (with a focus on initiatives that benefit the environment and sustainable living at a local level)
- arts and creative expression (with a focus on initiatives that involve performances and exhibitions within the local community)
- leadership and personal development (supporting leadership and personal growth skills among young people)
The following will not be considered for funding:
- retrospective grants (the application must be received before the activity, event or program)
- applications for personal financial gain
- projects involving fundraising, unless the funds go back into the project as determined by Vincent
- activities, events, or programs that operate with the aim of making a profit
- groups and organisations who have failed to acquit grants awarded to them by the City of Vincent in any capacity
- programs, services or events which take place outside City of Vincent boundaries
Criteria
- the activity, event or program must have a local focus and provide a benefit to the local community, especially its youth
- you must provide opportunities for the City’s youth to learn and develop the tools and skills required to assist them in their future endeavours
Are you eligible?
In order to be eligible, you must
- be a resident of the Vincent or a student attending a local school
- be between the ages of 10 and 25 on the date of commencement of the activity, event, or program
- be participating in the activity, event, or program
Timeframes
Applications must be received six weeks prior to your activity, event, or program.
Acknowledgement
Successful applicants for City of Vincent funding are required to acknowledge the City's support as part of their funding conditions.
This acknowledgment is typically outlined in a formal Sponsorship Agreement, specifying how the City should be recognised in relation to the funded project or event.
Recipients must acknowledge the City of Vincent's support through:
- logo placement on promotional materials, event signage, and digital content
- social media posts tagging the City of Vincent
- inclusion in media releases, newsletters, and other public communications
Acquittal
At the completion of the activity, event, or program, you will be required to complete an acquittal.
You will be required to provide:
- receipts of expenditure and financial statement
- photographs from the event
- published media recognising the City’s funding contribution to the project, program, or event (if applicable)
Acquittals will be required within 30 days of the activity, event, or program completion.

Your event, workshop or activity may be eligible for funding support up to $1000 per financial year.
