Homeless SUPPORT AND SERVICES

Homeless Western Australians are some of the most vulnerable in our community and require support from a range of services to end their homelessness journey.

The City of Vincent is committed to supporting people at risk of, or experiencing homelessness. The City recognises that a collaborative and coordinated approach between service providers is required to end, rather than just manage homelessness.

In Western Australia, the All Paths Lead to a Home: WA's 10-Year Strategy on Homelessness 2020-2030 sets the direction for all levels of government, business and the community sector in responding to and preventing homelessness.

The City works closely with the Department of Communities Office of Homelessness, Western Australia Police Force and many other partner agencies such as Nyoongar Outreach Services to coordinate a range of responses and deliver better outcomes in this space.

Homelessness is not a crime.

People experiencing homelessness have the same entitlement as any other member of the community to use public spaces and facilities, participate in public events, activities and services.

Many people experiencing homelessness have diverse or complex needs relating to culture, mental health, trauma, domestic violence, cognitive impairment or drugs and alcohol.

When is a response or intervention appropriate?

  • If the person requests assistance or is distressed or in need of assistance.
  • If the person's behaviour is threatening their own safety, or the safety of those around them.
  • If the person's behaviour has resulted in damage to property or the environment, such as an accumulation of litter or waste.
  • If the person is sheltering in a place that puts their own safety and health at risk, or that of others (for example, squatting in derelict buildings or high risk areas without the consent of the owner).
  • If the person is an unaccompanied child or young person who may be at risk of significant harm.

Crisis drop-in support:

    The Tranby Engagement Hub is an engagement and referral service for people who are in crisis and sleeping rough in and around the City of Perth.

    The team provide essential services such as showers and food; and work one-on-one with people to understand their individual needs, support them to access the services that are right for them and assistance in moving towards secure, long-term accommodation. Tranby also partner with visiting agencies to provide medical, legal, counselling and advocacy services.

    Ruah Engagement Hub

    The Ruah Engagement Hub (previously the Ruah Centre) provides services such as assertive advocacy, crisis accomodation referrals, document support, assistance with accessing ID and housing applications, support with referral to case management programs, health services, legal services and other supports and rest and recuperation facilities including showers.

    City of Perth Moore Street Accreditation Site

    The City of Perth works with homeless service providers and goodwill groups working in the public realm to become accredited service providers at their Moore Street Accreditation Site. Having a centralised location at Moore Street, the accreditation site aims to coordinate groups and services providing support to people experiencing homelessness within the broader inner city area. A person experiencing homelessness can access food, health services, hygiene services and donations of essential items at one place, one time - improving accessibility for those requiring assistance and a safe standard of service provision.

    The Moore Street Accreditation Site is located between Royal Perth Hospital and McIver Train Station, and operates from Monday to Friday, 5 - 8pm and Sunday, 8 - 11am.

    Crisis Care Helpline

    A telephone information and counselling service for people in crisis needing urgent help, Crisis Care provides Western Australia's after-hours response to reported concerns for a child's safety and wellbeing and information and referrals for people experiencing crisis, including homelessness and family violence.

    WAConnect

    An online directory of emergency relief service providers managed by the DropIN team at the Western Australian Council of Social Service. It contains real time search results of emergency relief services including food relief, financial counsellors, emergency accommodation and other services that can provide assistance in a location that is convenient.

    Nyoongar Outreach Service

    Nyoongar Outreach Service is an Aboriginal Controlled Organisation. It provides outreach support to people in public spaces by linking them to appropriate services. The organisation also works with at risk young people in the night precincts. Nyoongar Outreach Service links people to services who normally would not access mainstream services. They also provide transport to safer places.

    Nyoongar Outreach Service provides assistance with the following:

    • Self harm 
    • Family and inter‐family violence 
    • Entering the criminal justice system 
    • Homelessness 
    • Substance abuse 
    • Mental health episodes

    How else can I help?

    Many people in our community want to help those doing it tough but may not know the best way to do this.

    Groups and individuals wanting to assist people experiencing homelessness are encouraged to explore suitable pathways through Volunteering WA. This allows goodwill to be harnessed in the most effective way by reducing duplication of services, aligning your support with the needs of the sector and providing opportunities to work with, and support established and reputable service providers.
