Leederville car park redevelopment

The Avenue Car Park and Frame Court Car Park are key sites with the potential to deliver more public parking as well as exciting redevelopment opportunities. 

We’re working with property developer, Hesperia, to create an integrated, multi-use development in the heart of Leederville. The Avenue and Frame Court car parks will transform into apartments, accommodation, office, retail, food and beverage, community spaces and a new City-owned multi-storey public car park

Happening Now

Two grant applications have been submitted to the Federal Government’s Housing Support Program Community Enabling Infrastructure Stream to progress the project.

The first application is for the Frame Court site. In includes the construction of a public carpark, extension and upgrade of Oxford Street Reserve and the associated public ream.

The second is for The Avenue site. This application is for the construction of a public carpark which will enable build to rent housing above and the associated public realm.

The Hon Catherine King MP, Minister for Infrastructure, Transport, Regional Development and Local Government, will be announcing successful applicants for HSP-CEI later this year. We will communicate the outcome of these applications when known.

Background

In December 2021, the City of Vincent started an expression of interest process for the redevelopment of the two at grade carparks in Leederville (The Avenue and Frame Court). Of the eight submissions received, three developers were shortlisted.

In May 2023, Hesperia, who developed the award-winning ABN Office Building on Electric Lane, were then selected as the preferred proponent to redevelop the two carparks.

Prior to this process, Council approved the Leederville Precinct Structure Plan to set a vision and guide development in the area. Through this process, Council reserved approximately 1700sqm of the carpark land as additional public open space alongside the existing Oxford Street Reserve.

Consultation

We consulted with the community on the Major Land Transaction Business Plan relating to the development proposal.

Consultation closed in September 2023. We received 185 completed surveys with detailed commentary. This feedback was reviewed, and a report was presented at the 21 November 2023 Ordinary Council Meeting. At this meeting, Council adopted the recommendation by absolute majority to proceed with the major land transaction for the redevelopment of the sites.

The Major Land Transaction documents were executed by the Mayor, Chief Executive Officer and H-U (formally Hesperia) in January 2024.  H-U is contracted to deliver the development in line with their proposal, the Heads of Agreement and Council’s Business Plan.
