A $107 million mixed-use development at the former City Motors site in the Pickle District has been given the green light.

Developer and owner APPL Group received approval from the Metro Inner-North Joint Development Assessment Panel on 7 November for its proposal Sydney Charles Quarter.

The 22,592m2 site, located at 463-507 Newcastle Street, West Perth and near Mitchell Freeway, currently has some abandoned and operating car yards. It is also the second biggest site in Vincent.

There will be five buildings built including a six-storey office, five-storey building with build-to-rent apartments, gym, small bar, restaurant/cafe, supermarket, medical centre and public art and open spaces. The existing Old Pickle Factory building will also be retained and refurbished.

A seven-storey hotel with 120 rooms will also be developed, marking the first hotel to be built in Vincent.

The approval comes after Vincent received 21 submissions during the community consultation period, with 13 submissions in support.

This also marks the first mixed-use development to be approved in line with the newly-adopted Pickle District Planning Framework.

The framework is a local planning policy that includes provisions to guide development in the area.

The former City Motors site is listed as a key development location within the framework, with a maximum building height of 23 storeys.

“This mixed-use urban village will be the largest development the Pickle District has ever seen,” said Mayor Alison Xamon.

“It is aligned with the vision for the site in our planning framework as it will provide high quality pedestrian amenity, connection to the rest of the precinct and opportunities to boost the area’s highly-valued arts and creative culture.

“It is anticipated that locals and the wider community will benefit from much-needed public green spaces and a range of facilities such as a hotel and a supermarket.

“The City of Vincent has worked collaboratively with both APPL Group and its applicant Rowe Group to achieve this positive outcome.

“We’re looking forward to seeing this development progress as it will bring many more visitors to the popular district.”
