Cultural Kickstart - Guidelines and Criteria
In order to be eligible for funding, your organisation must:
- Be providing a service or program that is aligned with the outcomes of the City of Vincent’s Strategic Community Plan
- Fall in to one or more of the following categories
- An individual
- A not-for-profit community organisation
- A registered charity with the Australian Taxation Office
- A deductible gift recipient
- A social enterprise
- Have the ability to demonstrate satisfactory risk management
- Hold a Public Liability Insurance to the value of $10 million
- Have the competency and capacity to implement, deliver and evaluate the project and demonstrate this to the City’s satisfaction
Considerations for funding:
- Applications that demonstrate strong elements of collaboration will be highly regarded (e.g. partnering with at least one other organisation to create an outcome that neither organisation could achieve on its own)
- Projects should benefit either a large number of people or provide significant benefits to a smaller target group
- Programs, services and events should be offered free of charge or at low cost where possible
- Projects should aim to increase visitation to the City or its town centres
- Grant applications which consider a range of participation opportunities for the City of Vincent community and which utilise public spaces or significant locations within the City will be highly regarded
- Grant applications that address a demonstrated need within the community with objectives of improving the City of Vincent cultural experience will be highly regarded
- Projects and services that engage with Aboriginal people, culturally and linguistically diverse people, youth, seniors, people with disability, sexually and gender diverse people will be regarded favourably
- Projects which demonstrate how the initiative can become self-sustaining and/or help the organisation reduce reliance on further grant funding will be highly regarded
The following will not be considered for funding:
- Groups and organisations that operate with the aim of making a profit
- Groups and organisations who have outstanding acquittal or evaluation requirements from previous City grants or program funding
- Programs which replicate services already available within the City of Vincent
- Programs, services or events which take place outside City of Vincent boundaries except in extraordinary circumstances to be decided at the City’s sole discretion
- Groups and organisations that have received other significant funding or in-kind donation from the City of Vincent in a single financial year
- Debt reduction or operational deficits
- Operational salaries (however salaries tied to a program or project will be considered)
- Religious organisations where the grant is intended for the principal benefit of the organisation’s own members or adherents, or where the grant is intended for inherently religious activities
- Legal expenses
- General construction, capital campaign, purchases or renovation unrelated to a specific proposed project or program
- Capital item purchases above $1000, except at the City’s sole discretion
- Travel outside Australia
- Retrospective funding
Assessment Criteria
Grants will be assessed against the following criteria:
- Demonstrated entertainment and cultural benefit to the community
- Ability to attract visitors to significant locations within the City or town centres
- Event/program attendance or participation costs
- Demonstrated opportunity for involvement/participation for the City of Vincent community
- Support for the event from community and/or stakeholders demonstrating viability of the event
- Value for money
- Capacity of organisation to deliver the event or program
- Demonstrated measurable outcomes and evaluation strategy
Key Dates
You can submit your applications for Cultural Kickstart Grants all-year round.
Applications should be submitted in the appropriate round to allow at least six weeks before your anticipated project commencement date. Late submissions may be accepted at the City’s sole discretion.
Acquittal
Grant funds are to be expended by the end of the project period. Financial acquittal and evaluation report will be due within eight weeks of the project completion.
Please be aware that your organisation will not be eligible for any further funding from the City of Vincent unless an acquittal has been received.
