Emergency Management

The City is involved in a number of emergency management committees:

•  Local Emergency Management Committee (LEMC)

The City is an active participant in the Western Central Local Emergency Management Committee, which develops appropriate Preparedness, Prevention, Response and Recovery plans to deal with emergency situations, both natural and man-made, and has recently included strategies for terrorist actions, critical infrastructures and recovery.

• District Emergency Management Committee (DEMC)

The City is also a participant in this Committee, which is primarily focused on ensuring that LEMC strategies align with those of adjacent LEMCs.

Local Emergency Arrangements for Local Government

It is a legislative requirement, under clause 36 of the Emergency Management Act 2005, that states:

"36. Functions of local government

It is a function of local government-

(a) Subject to this act, to ensure that effective emergency management arrangements are prepared and maintained for its district;

(b) To manage recovery following an emergency affecting the community in its district; and

(c) To perform other function given to the local government under this Act".

to have Local Emergency Arrangements.

The Local Emergency Management Arrangements provide a framework for Hazard Management Agencies (HMAs) and local governments to manage an emergency event, should it occur in the Western Central Local Emergency Management Committee Area (WC LEMC) area. The WC LEMC area comprises of the Cities of Vincent, Subiaco and Nedlands, the Towns of Cottesloe, Mosman Park, Cambridge and Claremont, and the Shire of Peppermint Grove.

Emergency Services 

Involvement with SES

The City of Vincent is involved with the Northshore Unit of the State Emergency Service.

The WA State Emergency Service (SES) is a division of the Fire and Emergency Services Authority (FESA) made up of volunteers who give up their time to help others when disaster strikes.

The Northshore unit of the SES covers the Perth metropolitan area and CBD, as well as some of the most popular beach and river suburbs including Cottesloe, Nedlands, Swanborne and Dalkeith.

The Council Municipalities covered by the Northshore SES unit are Nedlands, Claremont, Cottesloe, Peppermint Grove, Mosman Park, Subiaco, Cambridge, Vincent and Perth.

As well as having the Unit's Emergency Operations Centre situated within our boundaries, the City of Vincent oversees the Northshore Unit's finances and is also the Sponsor Local Government.

DFES

Take five and have a fire chat

In a bushfire every minute counts. Bushfires are unpredictable and happen every year. 

DFES has launched a new tool called Bushfire Plan. Its concept is simple, just by talking with your family or loved ones about what you will do if a fire threatens your home and property could save your life.

The fifteen minute Bushfire Plan asks you to discuss three key questions:

1. Stay and defend?
2. Leave early?
3. Help me decide?

Even if you do not live within a bushfire prone region it's import to be fire aware, and having a Bushfre Plan is a great first step to protecting your family.

Bushfire and Fire Hazard Management

Fire can be devastating, we all need to play our part in managing and maintaining our properties to ensure the safety of ourselves and others.

If you see a bushfire, please phone 000 to report the situation to emergency services.

The City of Vincent has a responsibility to monitor and ensure compliance with the requirements of the Bush Fires Act 1954.

Property owners are annually required to reduce fire hazards prior to 31 October and maintain their property in that condition until 30 April the following year.

Compliance with bushfire hazard reduction strategies are legal requirements to reduce the likelihood and impact a bushfire may have on life, property and the environment.

Fire safety on your property

Prior to the bush fire season, the City of Vincent publishes a Fire Break Notice each year to help regulate and manage fire related matters. It is recommended that all property owners and residents read through the notice each year which can be found here.

Please note that all flammable material must be slashed to a height of no greater than 5cm (50mm), any slashed materials must be removed to prevent the possibility of fire spreading.

Burning off green waste or other materials prohibited

The City's Health Local Law does not permit the burning off of any type of materials within the Vincent at any time.

If you need to dispose of unwanted materials or green waste, call the Waste Services team on 9273 6000. The green waste collection calendar will inform you of scheduled collections in your area and can be found here.

Defibrillator locations 

The City of Vincent has been working to improve the community accessibility to defibrillators. Life-saving defibrillators have been added to the exterior of buildings throughout the City, with the support of our amazing community groups and St John WA.

In emergency situations, quick use to a defibrillator could make a difference to the well-being of a person suffering a heart attack.

We encourage everyone to download the St John WA First Responder App.

All cabinets are registered with St John's. To access the defibrillator a person calls 000 and provides the cabinet number. 

The 000 operator provides a code which opens the cabinet and then talks the first responder through the steps to correctly use the defibrillator.
