Vincent to sell portions of Leederville carparks

Leederville's two carparks will be transformed into transit-oriented mixed-use development after the City of Vincent approved the sale of land to developer Hesperia.

The Frame Court and The Avenue carparks cover approximately 14,600sqm in the heart of Leederville and currently provide 464 open air parking bays.

Hesperia, who also developed the ABN Building in Electric Lane, has proposed to deliver more than $300 million in investment into Leederville under a concept plan.

The indicative plan includes apartments, accommodation, office, retail shops, food and beverage, community spaces and a multi-storey carpark on Frame Court which will be owned by Vincent.

Council agreed to proceed with the Major Land Transaction at its 21 November meeting, following the public consultation period.

A total of 200 submissions were received, including 173 in support.

Vincent plans to not have any reduction in parking in the town centre during the construction period for the multi-storey carparks by delivering temporary public parking options on other land.

“The Property Council WA’s Transit Precincts: Perth, Get Onboard report ranked Leederville as the number one location in Perth for transit-oriented development and we are confident that Hesperia’s plans will live up to this reputation,” said Mayor Alison Xamon.

“The redevelopment will bring hundreds of millions of dollars of investment to Leederville and bring many more workers, visitors and residents to one of the best town centres in WA.

“It will also create more foot traffic which will benefit our existing eateries, bars and retail shops.”

Hesperia Director Rowan Clarke said the company was delighted to be collaborating with Vincent to deliver an exciting and sustainable future for the town centre through development that would combine the best aspects of Leederville’s unique location and heritage, with its lively residential, retail and business community.

“We have been very deliberate in ensuring there is not a dominant new use or activity in the town centre and have made allowance for future development opportunities to ensure that Leederville remains a place that offers something for everyone,” he said.

Ms Xamon said Vincent would work hard to address some parking concerns about public parking during the construction phase of the development.

“As part of the community feedback we received, there were concerns raised by some local businesses and residents about parking availability,” she said.

“We are working closely with other government agencies and private landowners in the town centre to add temporary public parking during the construction of the new multi-storey carparks.”

Once the development is completed, there will be a total of 484 car bays on top of an extra 148 bays available after 5.30pm on weekdays and on weekends.

The Frame Court multi-storey carpark, which Hesperia is building for the City of Vincent will provide 226 public car bays. A further 233 bay public car park will be provided on The Avenue site.

The development is aligned with the Leederville Precinct Structure Plan, which was designed to guide the future development of Leederville.

The plan was created through comprehensive engagement with the local community, business owners and local town team Leederville Connect.
