The City of Vincent has a thriving and vibrant community with residents and ratepayers from all walks of life. We celebrate and recognise the diversity of our community and are committed to ensuring social and cultural cohesion through supporting, advocating and promoting diversity and inclusion. 

Along with a commitment to provide direct and indirect support to people with disability and our Aboriginal and Torres Strait Islander, LGBTIQA+ and multicultural communities, the City operates using the overall vision for a vibrant 24 hour city whose ‘diverse population is supported in their innovative endeavours by a council that says YES!’ (City of Vincent Strategic Community Plan 2022‑2032).

In 2022, the City became members of Diversity Council of Australia for the first time, as part of our commitment to developing a diverse, inclusive and supportive environment for our employees, visitors and customers.

Interpreter Service

As part of our dedication to making our community inclusive, we want to give everyone a chance to hear our events. So if you are deaf or hard of hearing and you're a Vincent resident you can book an Auslan interpreter for any of our events for free. An interpreter can also be booked to assist you to discuss City of Vincent matters with a staff member.

Provided by Deaf Connect, you can rest assured that all interpreters hold a NAATI certification, maintain high professional standards, abide by ethical principles and constantly participate in professional development.

Book an Auslan interpreter below, or by giving us a call on 9273 6000 or email community.development@vincent.wa.gov.au. Customers who are Deaf, Hearing Impaired or Speech Impaired can contact the City through the National Relay Service (NRS) on 133 677 (TTY and voice calls).

Please try to allow three weeks to book, as interpreters might not be available on short notice.

Translation Service

We love all languages, and we understand that sometimes it’s just plain hard to get the message across. So if it’s all sounding a bit confusing, and you need a translator or a City of Vincent document interpreted, please call the Translating and Interpreting Service (TIS National) on 131 450.

From there, you can ask them to phone the City of Vincent on 08 9273 6000 between 8.00am – 5.00pm Monday to Friday - and it’s free!

You can choose from phone interpreting services that can be provided right away or pre-booked, or onsite interpreters who can visit the City of Vincent - you’ll definitely need to pre-book this one.

Liberty Swing

The City of Vincent Liberty Swing is located at the children’s playground at Hyde Park,  cnr Throssell and Glendower Streets, Perth. The swing allows children in wheelchairs the opportunity to experience the joy of having a swing in the park. It is the only swing of its type that is fully lockable and allows a maximum swing height – that is, really swinging, not just rocking back and forth.

As of 14 December 2018, a Master Locksmith Access Key (MLAK) will be required to use the Liberty Swing.

Liberty Swings are all designed to be locked with a key to ensure swing security when not in use. The key is used to access the safety belt compartment and to release the ramp on the Liberty Swing. The key has recently been changed to MLAK (Master Locksmith Access Key) on advice from National Disability Services (NDS).

The MLAK is an innovative system developed by Master Locksmiths and Spinal Cord Injuries Australia to enable people with disability to gain access to a network of public facilities, including Changing Places and other Liberty Swings, and now the Liberty Swing at Hyde Park.

To apply for a MLAK, please complete and return the Application Form with the $25 payment (per key) to the City.

Alternatively MLAK keys can also be obtained via www.masterlocksmiths.com.au/mlak.php.

Conditions of Use

  • Please ensure that all instructions are read prior to use
  • Only the carer and swing user are to be in the swing area at any time
  • The carer is to remain in swing area with user at all times
  • The carer to be over 16 years old
  • Maximum combined weight of user and wheelchair on swing: 250kg

Keys are available at the City of Vincent, Administration and Civic Centre, 244 Vincent Street, Leederville, Monday to Friday 8am - 5pm

The City of Vincent will not be liable for any injuries resulting from inappropriate use of the equipment.

Accessibility

The City of Vincent is committed to ensuring that all members of the community have equitable access to the City and that information is available in formats that suit their needs.

Language interpreters are available free of charge by calling the Translating and Interpreting Service (TIS) on 131 450 and asking to be put through to the City of Vincent. You can also pre-book an interpreter (including Auslan) for a phone call, video call or in-person meeting, free of charge, by contacting us to request this in advance. 

We understand some customers may need a support person when communicating with the City. We welcome you to bring a support person with you when meeting with us in person, or to use the assistance a support person over the phone or via video call. 

We can also provide the content of City documents alternative formats including braille and audio. Please contact us for assistance with this.
