Next step for future of two Leederville car parks

The City of Vincent will be calling for ideas to revitalize and make best use of its two car parks in Leederville to help the town centre realise its future vision.

The Avenue Car Park and Frame Court Car Park are key sites with the potential to deliver more public carparking as well as exciting redevelopment opportunities. 

Located just three kilometres from Perth’s CBD, the vibrant city fringe suburb of Leederville is an eclectic mix of cafes, bars, restaurants, offices and residential dwellings.

The future vision, captured in the new Leederville Precinct Structure Plan, builds upon Leederville’s strength as a transit orientated development town centre able to deliver a greater population to support it to thrive.

The City is currently seeking the services of a consultant to assist in the expression of interest process, with tenders closing February 16, 2022.

Mayor Emma Cole said Leederville was one of Perth’s most successful and loved town centres.

“It has incredible urban streetlife, a unique heritage with a mix of old and new, towering gum trees and attracts people from across Perth,” she said.

“We want that to continue.

“We have an incredible opportunity to better use our existing car park land and deliver the right mix for the benefit of our community, local businesses and visitors.”

The plan is sensitive to density location by adding high density opportunities facing the Mitchell Freeway and along Newcastle Street, whilst maintaining the low scale character along Oxford Street and in the heart of Leederville.

Vincent’s car parks are well placed for revitalisation to help deliver this vision.

They were first earmarked for redevelopment in 2007 under the former Leederville Master Plan.

Currently the two sites cover 12,800 square meters in the Leederville Town Centre and provide 400 at-grade parking bays.

Ms Cole said the two car parks were reaching capacity.

“We know that our local businesses, visitors and workers would like to see better parking options, like adding multi-story,’’ she said.

“We want to maximise the potential of these two sites while delivering better outcomes for our community.

“We’ve already set aside more public open space in the Frame Court car park and we expect high quality design and excellent environmental outcomes for any new development.

“We’ll be looking for the best community benefits coming from any new development, including new laneways, great landscaping and diverse housing options.”

The City will be looking for mixed use redevelopment proposals that demonstrate exemplary sustainable development, great design outcomes and deliver public car parking to meet the future needs of the popular town centre.

The open expression of interest process will call for concept ideas for the two locations that align with the City’s strategic plans and vision for Leederville, include a range of tenure options, maintain non-rating revenue streams for the City and ensure public car parking is part of the mix.

Ms Cole said this was an exciting opportunity for Leederville.

“An open process allows us to test the market and review proposals that will deliver the most benefit to our community, with ongoing revenue from parking supporting future Vincent services and community projects,” she said.

The Leederville Precinct Structure Plan was created with the input of the local community, local town team Leederville Connect and business owners through the Design Leederville consultation process.
